why i download the app when i have no data package or data balance?
You can’t download without data. If your phone supports WiFi and you can find a free WiFi hotspot you could use that.

Free Basics blocks downloads so you have to use carrier data for downloads. There’s nothing I can do about that. If enough people complain to Free Basics, Facebook and Mark Zuckerberg maybe the policy will be changed.
