The Samsung Galaxy S4 is an Android phone, it runs Android apps not these Java ME apps which are for feature phones.
The best source for Android apps is the Play store on your phone. There are 1.6 million! apps in the Play Store and most of them are free.

Downloading should work with Opera Mini but if it doesn’t use the phone’s built in browser.
To download apps successfully you just need two things:
1) A phone that supports Java ME apps and installing apps over the air.
2) Paid data, Free Basics free data doesn’t work for downloading.
If you have both then downloading by clicking the Download or jad in the post should work although not every app works on every phone.
If you still have problems please post what model Samsung phone you are using and any error messages you get when trying to download

I’ve never heard of the O+ phone but if it supports Java ME at least some of the apps on BoostApps should work.
